The European Commission is preparing a cautious roadmap for Ukraine’s EU accession negotiations, with limited targets for progress in 2027 and no commitment to a membership date, according to a document obtained by POLITICO.

The document calls on Kyiv to “urgently and significantly step up the pace of the rule of law reforms.” It says Ukraine must meet key requirements in this area during the first half of 2027 before negotiations in individual policy areas can be provisionally concluded.

The EU has sought to bring Ukraine closer to the bloc following Russia’s war. The document’s approach contrasts with the more ambitious membership roadmap Brussels has set out for Moldova.
