Shabana Mahmood has revised some of the immigration measures announced last year following a backlash from Labour backbenchers and some members of the cabinet. However, the proposals outlined on Thursday would still represent a significant tightening of the rules governing who can settle permanently in the UK.

Under the plans, people on lower incomes would have to wait longer before becoming eligible for indefinite leave to remain. By contrast, those earning higher salaries would find it easier to qualify for permanent settlement.

The changes therefore link the route to indefinite leave to remain more closely to an applicant’s income. Although some elements have been softened, the package would create a more demanding system for lower-paid migrants seeking to remain in the UK permanently.
