Judge Pablo Llarena has revoked the prosecution order issued against Carles Puigdemont in 2018 and concluded the investigation into the former Catalan president and former regional ministers Toni Comín and Lluís Puig. The Spanish Supreme Court’s Criminal Chamber will now decide whether to permanently dismiss the proceedings under the amnesty law.

Llarena had previously lifted, initially on a provisional basis, the national arrest warrant for Puigdemont. The decision removed the risk of his arrest if he returned to Spain, but did not settle whether the case—opened in 2017 following a complaint by the Public Prosecutor’s Office—would be closed or continue.

The judge has now revoked the 2018 prosecution order against the three men. It had initially included charges of embezzlement and rebellion; the latter was dismissed in the ruling and later abolished. Llarena has referred the matter to the Criminal Chamber to decide whether the investigation should end and whether the proceedings should be permanently dismissed under the amnesty law.
